Hollywood Takes AI Governance Into Its Own Hands – Unite.AI


The entertainment industry is no longer waiting for Congress or tech companies to set the rules on artificial intelligence. With the launch of the Creators Coalition on AI (CCAI), more than 500 artists—including Oscar winners, A-list actors, and acclaimed directors—are attempting something unprecedented: industry-led AI governance that could reshape how creative work and technology intersect.

The coalition’s founding members read like an awards show guest list. Daniel Kwan, the writer-director behind Everything Everywhere All at Once, helped launch the initiative alongside actors Joseph Gordon-Levitt and Natasha Lyonne, producer Jonathan Wang, and Janet Yang, former president of the Academy of Motion Picture Arts and Sciences. Signatories include Cate Blanchett, Natalie Portman, Rian Johnson, Guillermo del Toro, Paul McCartney, and Taika Waititi.

Their timing was not coincidental. The coalition accelerated its public debut after Disney announced a $1 billion investment in OpenAI on December 11, complete with a licensing deal that will allow OpenAI’s Sora to generate videos featuring Mickey Mouse, Darth Vader, and over 200 other characters starting in 2026.

“We’ve been preparing for an announcement though we weren’t planning to announce this soon,” Kwan told the Hollywood Reporter. “But when we saw the vacuum of leadership in our industry and the absence of a viable force to shift the conversation, we felt the need to step up.”

Four Pillars, One Industry

CCAI has organized its approach around four core principles: transparency, consent and compensation for content and data; job protection with transition plans; guardrails against misuse and deepfakes; and safeguarding humanity in the creative process.

Notably, the coalition is not calling for an outright ban on AI in entertainment. “This is not a full rejection of AI,” the group stated on its official website. “The technology is here. This is a commitment to responsible, human-centered innovation.”

This pragmatic stance distinguishes CCAI from the more adversarial positions that characterized the 2023 writers’ and actors’ strikes. Gordon-Levitt framed the issue in terms of business ethics rather than technological opposition: “We’re all frankly facing the same threat, not from generative AI as a technology, but from the unethical business practices a lot of the big AI companies are guilty of.”

The coalition plans to establish an AI advisory committee to develop shared standards, definitions, and best practices. With DGA, SAG-AFTRA, WGA, PGA, and IATSE all heading into contract negotiations, CCAI could help coordinate an unprecedented unified front on AI-related demands.

Can Industry Self-Regulate?

The fundamental question is whether voluntary standards from creative professionals can achieve what government regulation has not. The EU AI Act has established comprehensive rules for AI development in Europe, but the United States has largely left the technology to regulate itself. CCAI represents a third path: sector-specific governance driven by those most affected.

This approach has both advantages and limitations. Hollywood’s guilds have decades of experience negotiating residuals, credits, and working conditions. They understand their industry’s economics in ways that legislators and technologists do not. A framework built by creators for creators could address nuances that broad government mandates would miss.

But self-regulation only works if everyone participates. Disney’s OpenAI partnership demonstrates that major studios are willing to move forward with AI video generators regardless of creative community concerns. The technology companies developing these tools have their own incentives, and they are not signatories to CCAI’s principles.

The coalition’s real leverage may come from its members’ collective star power and their unions’ upcoming negotiations. If enough talent refuses to work on projects that violate CCAI standards, studios will have to listen. If guilds incorporate CCAI principles into contract demands, the voluntary standards become binding for union productions.

There is also the question of consent and data ethics—AI companies have already trained their models on vast amounts of creative work, often without permission. CCAI can set standards for future use, but it cannot undo what has already been scraped and learned.

A Model for Other Industries?

If CCAI succeeds, it could become a template for other creative fields grappling with generative AI. Musicians, visual artists, journalists, and game developers face similar challenges around consent, compensation, and creative displacement.

The entertainment industry has unique advantages: concentrated power in a few unions, high-profile members who command public attention, and a product that depends on human creativity and authenticity in ways that other industries might not. These factors make Hollywood a reasonable testing ground for industry-led AI governance.

But success is far from guaranteed. The coalition must translate star power into enforceable standards, and it must do so before AI capabilities advance further. As Kwan acknowledged, the group stepped forward because they saw “a vacuum of leadership.” Filling that vacuum will require more than principles—it will require sustained organizing, negotiation, and the willingness to walk away from projects that cross their lines.

The next year will reveal whether CCAI becomes a genuine force for AI accountability or another well-intentioned initiative that technology and capital simply route around.
