A global cooperation initiative on agent trust, interconnection, and interoperability was released on Friday by the Cyberspace Administration of China at the ongoing 2026 World AI Conference (WAIC) in Shanghai. A Chinese scholar in the field says it systematically outlines a blueprint for collaboration in the global AI agent ecosystem.
Running from Friday to Monday, the 2026 World AI Conference and High-Level Meeting on Global AI Governance features more than 140 forums and an exhibition area exceeding 100,000 square meters, with over 1,100 enterprises participating.
The initiative systematically outlines a blueprint for global AI agent ecosystem collaboration across ten dimensions: technology, standards, infrastructure, applications, industry, security, data, resources, culture, and literacy.
Experts pointed out that the current global AI agent landscape is marked by a paradox of “explosive growth” alongside “fragmented silos.” A vast number of agents operate across different platforms, architectures, and ecosystems, commonly plagued by “incompatible languages, lack of trust and uncoordinated operations.” The initiative proposed by China specifically addresses this global challenge.
“This initiative offers systematic solutions to these pressing issues of our time. It moves beyond the narrow perspective of a single country or a few tech conglomerates seeking monopoly, and is instead grounded in the long-term vision of building a community with a shared future in cyberspace. The core objective is to break down traditional closed ecosystems and technical barriers by connecting the three key links of mutual trust, interconnection and interoperability among AI agents, thereby shaping an open, trustworthy, secure and inclusive global collaborative ecosystem. This aligns with the objective requirements of collective intelligence development, serves the common good of humanity, and fully demonstrates China’s sense of responsibility as a major country,” said Zhang Yitian, Dean of the Institute for AI Development and Governance, Harbin Institute of Technology.
The cooperation initiative proposes promoting breakthrough applications of AI agent collaborative technologies in key areas such as scientific research, intelligent manufacturing, and livelihood governance, with priority given to addressing global common challenges including climate change, public health and educational equity. It also encourages the participation of developed and developing countries, tech companies, small- to medium-sized enterprises, and open-source communities to jointly build a complete global AI agent industry chain, ensuring that technological practices and innovative outcomes are shared worldwide.

The newly-established World Artificial Intelligence Cooperation Organization (WAICO) marks a major milestone in AI development and a significant step toward global AI governance, international delegates said on Friday.
Twenty-nine countries on Thursday signed an agreement in Shanghai on establishing WAICO, an independent intergovernmental international organization headquartered in Shanghai.
The organization aims to promote international cooperation and global governance on AI, ensuring that AI is beneficial, safe and fair, thereby promoting its healthy and orderly development to benefit all humanity.
“I think this organization reinforces the need for multilateral cooperation. So you have 29 countries that have come together. I think yesterday’s developments underline the importance of the capacity-building that countries around the world are facing an AI divide. There are some countries that do not have the talent, the datasets, the computer infrastructure, the access to the right models, and therefore efforts such as these can help bridge the AI divide,” said UN Under-Secretary-General and Special Envoy for Digital and Emerging Technologies Amandeep Singh Gill.
Alaa Abdulaal, chief of Digital Economy Intelligence at the Digital Cooperation Organization, also hailed the launch, saying that cooperation is vital to ensure that no country is structurally excluded from the evolving digital landscape.
“Any initiative that is targeted for opening dialogues and innovation and conversation between countries to make sure that everyone is participating in the digital economy is a huge milestone. Whenever we have cooperation, whenever we have different countries, different representation, making sure that no one is left outside AI, it is a huge achievement, definitely,” said Abdulaal.
