The finalized ‘Ethical Standards for Artificial Intelligence in the Public Sector’ are structured around six core values: public interest, fairness, transparency, accountability, safety, and privacy protection. Notably, they include 68 self-assessment items that concretize these values, serving as practical guidelines for public officials to apply in their daily work. Furthermore, a three-stage self-assessment system—’Application, Adaptation, and Integration’—has been introduced to allow for flexible implementation tailored to each agency’s level of AI utilization.

With the finalization of these ethical standards, the government plans to provide clear guidelines for AI use in the public sector, clarify responsible parties, and establish supervisory and post-management systems. Additionally, it intends to operate training programs for public sector employees and continuously refine the standards to keep pace with rapidly evolving technological advancements.

Minister of Interior and Safety, Yoon Ho-jung, expressed his commitment, stating, “Through these established ethical standards and 68 self-assessment items, we aim to naturally embed AI ethics across the public sector and create an administrative environment where artificial intelligence can be utilized fairly and safely.” The finalization of these ethical standards is anticipated to be a crucial turning point in realizing a fair and secure digital government that upholds human-centric values in line with AI technological progress.
